Windows 8.1 got finally released through Retail Outlets and PC Manufacturers (Vendors) on 18th October. It was already available for digital download to MSDN/ Technet subscribers on 17th October. 

Although we know WZOR, the great Russian Microsoft products leaker made it available to us much before the Official release.
